Description: The Ipswich Housing Authority (IHA) is seeking a qualified and experienced candidate for the position of Executive Director. The Executive Director is responsible for the management of 144 state aided elderly/ handicapped public housing units, 94 federal New Construction Substantial Rehab units, 2 Chapter 689 group homes, 58 federal Section 8 vouchers and 48 state vouchers. The IHA is currently under contract to manage the Salisbury (SHA) and Hamilton (HHA) Housing Authorities. The SHA has 80 state public housing units and 58 federal Section 8 vouchers. The HHA has 59 state public housing units and 1 Chapter 689 group home. The candidate should be familiar with both the Executive Office of Housing and Livable Communities (EOHLC) and U. S Department of Housing and Urban Development program requirements. Required work hours are 37.5 hours per week.
Minimum Requirements: A minimum of 4 years' experience in public or private housing management, community development, public administration, non-profit administration or a related field that demonstrates strong management and organization skills. Knowledge of the principles, practices, statutes and regulations pertaining to state and federal public housing management, programs and finances, low income housing tax credit program, as well as maintenance responsibilities and practices, and staff supervision is desired. One year's experience overseeing at least three staff persons, or as a significant project team leader, or program administration is required. Excellent written and verbal skills required. An ability to communicate effectively with local officials, boards, residents, service providers and funding agencies. Experience working with the public as well as individuals of various socioeconomic backgrounds. Must be bondable. Certification as a Massachusetts Public Housing Administrator (MPHA) desired or obtained within one year. Other preferred credentials include graduation from an accredited four year college or university, a passion for the mission of affordable housing, knowledge of capital improvement planning and technology systems in public housing. Strong organizational and personnel management skills desired. Salary is commensurate with experience and education and is negotiable between $107,991 and $132,522 pending renewal of the SHA and HHA management agreements. The position includes excellent benefits in accordance with EOHLC and HUD guidelines. The candidate will be subject to certain qualification verification prior to employment.
